Sir: -
In former times if Provincial officials had
recourse to foreign loans to meet urgent public re-
quirements, they were invariably obliged to report
the matter beforehand to the Throne, and, the consent
of the Central Government having been given, by way
of recording and authenticating the transaction an
official communication on the subject was addressed
to the Minister in Peking of the country concerned.
The foreign merchant making the loan was also required
to report the matter in the first instance to his
Minister in Peking and ascertain through the latter
from the Central Government that a memorial on the
subject had been submitted to the Throne, before he
undertook to make the loan. If there were no record
of the Imperial sanction having been thus obtained and
the foreigner lent the money simply on his own authority
